No limits is a type of betting limits where only a minimum bet is specified and the maximum bet is limited only by a player's stack size.
The minimum bet size is established before the hand starts and remains fixed for the duration of the game. When a player wishes to bet they must bet at least the minimum bet size. They are free to bet any amount higher than this -- though in practice this needs to be rounded to the available chips at the table.
This minimum bet is only relevant for the player who leads out on a particular betting round. A player who wishes to raise has to raise an amount at least as high as the bet. In turn a reraise much bet at least the size of the previous raise. The amount resets to the minimum bet on each betting round.
The game is $1/$2 no-limit hold'em, meaning the small blind is $1 and the big blind is $2. The big blind also serves as the minimum bet. After the blinds, Tom leads-in with a $4 bet, this represents a raise of $2 to a total bet $4. If Suzy wishes to raise she needs to raise at least $2. She raises to $9, which would be a raise of $5.
