So you're at the local bar and playing a bit of poker. It seems suspicious that the same couple of guys are winning quite regularly. You pay close attention and notice a bit of trickery in the dealing. It's great that you've noticed, but now what? This isn't strictly a poker question at this point, but if you play enough brick and mortar poker you may find yourself stuck in such a situation.
First off I'll assume you aren't a moral degenerate like the cheaters are, and thus I won't entertain options in which you can take advantage of the situation. They are few anyway, and not likely very safe. In any case the whole situation isn't safe. Read Doyle Brunson's biography for a good overview of how bad situations can become.
If you are in a legitimate casino you'll have a dedicated dealer, so this situation isn't too likely. But if you suspect another type of cheating, like collusion, be sure to mention it to the floorman. However, given the question, you are more likely to be at a private game. Your best option at this point is to simply leave before being taken for more money. Attempting to rectify the cheating will either lead to nothing or escalate to a violent situation. Thus there is no upside, only downside.
Just leave and find a cleaner game. If you can't find one then sign up to an online poker room.
