Cheap can be used to describe a player who doesn't like putting much money in to the pot and tends to fold when the bets gets too big. They tend to look at the absolute size of the bets rather than their relative size and downplay the value of their holdings.
In a $0.25/0.50 hold'em game Donald is in position with a solid hand of three kings contrasted to a likely over pair in Edward and junk for Franziska. The pot is $6 yet Edward bets $10. Franziska calls. Despite being the strong favourite, Donald is simply overwhelmed by the 20xBB bet and folds his hand.
Cheap players tend also to be cowards, though not necessarily.
